Should Hereford deem it appropriate to impose a congestion charge or a similar penalty to those who use the road network to gain access to a local shop or service, I will simply bypass the city altogether.

Hereford does not have a great wealth of attractions or services by comparison, and those who serve as stewards should be very careful about punishing those who would otherwise like to come here for business or pleasure.
In fact, like most cities in the UK, Hereford has to do its best to encourage more business and visits.
